What is a neighbourhood plan and neighbourhood forum?

In East Greenwich, we’re proud of our community and want to make sure it grows in ways that benefit everyone. That’s where neighbourhood plans and neighbourhood forums come in. These tools allow residents to take an active role in shaping how their area develops.

What is a neighbourhood plan?

A neighbourhood plan is a formal document that sets out the community’s vision for the future development of the local area. It covers important aspects like:

  • Housing: Where new homes should go and what type of housing is needed.

  • Green spaces: Protecting parks, playgrounds, and other open spaces.

  • Shops and services: Supporting local businesses and ensuring facilities meet residents’ needs.

  • Public realm: Improving streets, pavements, and infrastructure to create a safer, more attractive environment.

The plan is written by local residents, in consultation with the wider community, businesses, and local authorities. Once it’s completed, the neighbourhood plan is voted on in a local referendum. If approved, it becomes part of the official planning framework, meaning local councils and developers must follow its guidelines when making decisions.

What is a neighbourhood forum?

A neighbourhood forum is the group of people who lead the creation of the neighbourhood plan. Forums are officially recognised by local councils and act as the voice of the community in planning matters. They:

  • Bring residents together to discuss priorities for the area.

  • Draft the neighbourhood plan, working with experts and gathering community input.

  • Consult with stakeholders, including the council, developers, and local organisations.

Anyone who lives, works, or owns property in the area can join the forum. It’s a great way to make your voice heard and directly influence decisions about your neighbourhood.

Why are they important?

Neighbourhood plans and forums give local residents a say in shaping their community. Instead of decisions being made solely by developers or councils, they ensure that the people who live in the area have a direct role in:
